FedEx: declared value exceeds the customs limit

Summary: FedEx caps the declared value based on what the goods are. Use an accurate, general description of the goods (not an internal job number), and keep the value within FedEx's limit. Declared value is the carrier's liability limit, not insurance.

Problem

A FedEx shipment fails with:

The total declared value for customs entered exceeds the limit for FedEx® international services. For additional information, including other services that may be available, please contact FedEx Customer Service.

The same value may work on an outbound shipment but fail on a return label.

Cause

Declared value is the carrier's maximum liability, not insurance. FedEx caps the declared value it allows for customs based on the commodity, so the error is driven by the Description of Goods, not by Shipstore. An internal value such as a job or order number in the description can trip the limit; an accurate, general description clears it. FedEx print and email return labels have their own, lower declared-value limits than outbound shipments.

Fix

  1. Check that the Description of Goods is an accurate, general description (for example, "Marketing Materials"), not an internal job or order number.
  2. Re-enter the declared value within FedEx's allowed range and reprocess.
  3. For a return label that still errors, know that FedEx limits declared value on print and email return labels to a lower amount. A higher value has to be arranged with your FedEx representative.
  4. As a workaround for a high-value return, create the return as a normal outbound shipment with the addresses swapped.
  5. If an outbound shipment still fails at a value your account should support, contact your FedEx representative to confirm your account's declared-value limits.

With an accurate Description of Goods and a value within FedEx's limit, the outbound label generates. Declared value shows as the carrier's stated liability, not an insurance charge.
