UPS international shipment will not rate: set Taxes and Terms

Problem
You tried to rate a UPS international shipment and no rate came back. You may see an error image instead of text. Domestic shipments rate fine. If your orders come in through the API, the same problem shows as this error:

Cause
For an international shipment, UPS needs a terms of sale (which party pays duties and taxes). When Taxes and Terms in the Bill To section is left on Same as outbound shipment, no explicit international term is sent, so UPS cannot rate the shipment.
How to check: Open the shipment, expand Bill To, and look at Taxes and Terms. If it says Same as outbound shipment, that is the cause.
Fix
- Open the shipment and expand the Bill To section.
- Find Taxes and Terms.
- Change it from Same as outbound shipment to an explicit term such as Prepaid.
- Re-rate the shipment.
- Process the shipment.
- To make this stick for later shipments, set the Taxes and Terms on the shipping profile you use. If orders come in through the API, pass a valid terms-of-sale value in the request. If you need help finding where to set it, email support@shipstore.com and include your company name.
