Problem

You process a shipment to Puerto Rico that looks like a normal domestic order, and it fails. The FedEx engine raises the error and points to duties and taxes terms; there is no single fixed error string.

Cause

Shipstore treats Puerto Rico as needing international-style duties and taxes handling. When the Duties and Taxes Terms are left at Use carrier default, FedEx rejects the shipment, because Puerto Rico needs a duties/taxes account named. This is a setup step, not a Shipstore fault.

Fix

  1. Open the shipment on the International Options tab.
  2. Set the Duties and Taxes Terms instead of leaving Use carrier default.
  3. Enter a valid duties/taxes account for the term you choose.
  4. Reprocess the shipment.

What you should see

The Puerto Rico shipment processes and prints a label once the Duties and Taxes Terms are set, with no duties/taxes error.
