This error generally occurs when attempting to rate or process an international shipment without providing appropriate International Terms of Sale. Confirm this field is set by using the following steps.
1) Click on the International Options tab on the Parcel Shipping page.
2) If you haven't already, choose the appropriate Terms of Sale option.
3) Now you may reattempt to rate or process your shipment.
